  • 23 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir. I also stand to support this Motion in its amended version. • 23 Oct 2013 in Senate: Mr. Speaker, Sir, there is no single story that I would call a success story from the police or, basically, from the regular force. Because many a times we hear that they are investigating or they are pursuing raiders; that they are doing this or that, which has not yielded fruit. I want to know from the Vice Chairperson of the Committee; conventional approaches have failed The electronic version of the Senate Hansard Report is for information purposes only. • 23 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir. I rise to seek a Statement from the Chairperson of the Standing Committee on National Security and Foreign Relations. The Statement relates to the Kenya-Somalia border. In the Statement, I would like the Chairperson of the Committee to clarify whether the Kenya-Somalia border is closed and if so, when and how it was closed. Secondly, he should state how foodstuffs such as sugar and electronic goods are smuggled into the border districts in connivance with representatives of the national Government and the Kenya Revenue Authority (KRA). There exists a serious evasion of taxes that would ... view
  • 22 Oct 2013 in Senate: Mr. Speaker, Sir, splitting the committees is not sufficient. We can imagine the sensitivity of the matter in Baragoi. We have witnessed the failure by committee chairs to respond on time to The electronic version of the Senate Hansard Report is for information purposes only. • 22 Oct 2013 in Senate: Mr. Speaker, Sir, while we appreciate the responses from the Deputy Speaker, who is now the agent of necessity, the last bit of his Statement shows some little bit of uncertainty especially when he says that there may be no answer. That is the indication we are getting. This House deserves responses. If you are already giving us indications of uncertainty, then why are we here as a House? We must be given timely responses that will help Kenyans. Can he be clear and tell us why he is uncertain about what he is going to do on Thursday? Is ... view
  • 22 Oct 2013 in Senate: On a point of order, Mr. Speaker, Sir. I stood here, this afternoon, to suggest something that seemed to be a possible solution to this problem. The assertion of the Senate Majority Leader will be like abdicating responsibility. It is incumbent upon the Senate Majority Leader and Chairpersons who purport to represent the Government to prepare and liaise with the Speaker’s Office and the Office of the Clerk. All they need to do is to liaise with the Office of the Clerk and ensure that those things are done on a routine basis. That is why the Office of the ... view
  • 17 Oct 2013 in Senate: On a point of order, Mr. Speaker, Sir. I have noted your directions and the thoughts of my good friend, professor, who is also the Senate Majority Leader but I feel that we should correct a little information with regard to how he presented the matter. While I do agree with him that we really require ample time to digest the contents of this report and the fact that we should read it well in advance, I tend to disagree with him a little on the fact that we are here to safeguard Majority and Minority interests in terms of ... view
  • 16 Oct 2013 in Senate: Thank you, Mr. Speaker, Sir. We have listened keenly to the former Member for Mukurweini, Sen. Mutahi. Listening to his presentation, there was a very clear indication of inconsistencies of what was presented. The current problem which students face in our areas and all over the country cannot be solved through the bit that says “students must go to day primary schools,” yet all students go to day secondary schools. It is not the choice of the students at times to move to a day school or a boarding school. Mr. Speaker, Sir, I want to support Sen. Musila. If ... view
  • 16 Oct 2013 in Senate: who were deployed from out cannot help Kenyans, including the current Cabinet Secretary for Education. Can we have this matter referred to our Committee for Legal Affairs and Human Rights so that we address the inconsistencies in terms of the laws that relate to this particular aspect? view
