  • 21 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. I have carefully listened to the Minister. Part “c” of the Question is asking whether the Coast Development Authority or the Ministry itself is buying that parcel of land, which the Minister has constantly denied. The hon. Member has referred him to LR.No.16559 CR 22939. view
  • 21 Jul 2009 in National Assembly: On a point of order, Mr. Temporary Deputy Speaker, Sir. Hon. Murgor used that particular project as an example. It is one of the irrigation schemes. Hon. Mungatana had asked about casual workers. It is traditional in this country to have many workers on casual terms for so long. The Minister said that they are keeping them in employment on humanitarian grounds. Is he in order to say that they are keeping people in employment on humanitarian grounds when, in a sense, that is how they earn their livelihoods? That is the practice in quite a number of Ministries, including ... view
  • 25 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, I stand to support this Motion of Adjournment this evening. I would like to make a few comments, starting off with the performance of the Grand Coalition Government. We all know that forming a coalition is a very difficult exercise. I think we have wasted a lot of valuable time of Kenyans with regard to service delivery because of lots of squabbling at the beginning of the year. I hope that over time, those who represent the Government will learn the ropes well and help us deliver to Kenyans. Time and again, we hear of collective ... view
  • 24 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, free land is not only available in those areas--- view
  • 24 Jun 2009 in National Assembly: Bw. Naibu Spika, tayari Wazari Msaidizi amekubali kuwa huyo kijana aliuawa na bomu lililokuwa katika sehemu hiyo. Je, familia ya kijana huyo italipwa “ridhaa” na Serikali au la? view
  • 24 Jun 2009 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. The question of inequity cannot be addressed by simply saying, “I undertake certain measures” without telling us what measures these are. Is the Minister in order not to tell us the actual measures? He should not tell us he will modernize health facilities. He should also tell us how he wants to upgrade the medical facility in Garissa by accommodating people to take diplomas and degree courses. Is he in order not to underline to us the appropriate measures he will take? view
  • 23 Jun 2009 in National Assembly: Mr. Speaker, Sir, I very well acknowledge that the Ministry of State for Special Programmes alone cannot respond to disasters or droughts. Responses are now disjointed in the Office of the President, Ministry of State for Special Programmes and the Ministry of Northern Kenya and Other Arid Lands. People are actually bound to suffer if we do not have a co-ordinated response this time round. What is the Ministry of State for Special Programme, which I believe is charged with the responsibility of co-ordinating all Ministries - planning to do as things are really bad in all the constituencies in ... view
  • 16 Jun 2009 in National Assembly: Mr Deputy Speaker, Sir, I want to thank the Minister for the very good action she has taken in terms of guaranteeing the students places locally, if they do come back. However, as much as we appreciate that she has written to the Treasury, the Budget was just read on Thursday, last week. It is easy to tell if there is a likelihood of these students getting any help. There are quite a number of students in foreign universities and the Ministry has been giving them something small. Is it possible that other students who are being given a little ... view
  • 10 Jun 2009 in National Assembly: Mr. Deputy Speaker, Sir, shifting responsibility to Members of Parliament is not a solution to the water problems in this country. We have been experiencing problems with the Ministry of Water and Irrigation in terms of coordination between the parent Ministry, the National Water Corporation and the Service Boards. In terms of planning, we have a problem because information is not generated from the ground. It is more or less top-down. view
  • 10 Jun 2009 in National Assembly: Mr. Speaker, Sir, just like the way the Minister is seeking the help of the Provincial Administration to mobilise people, pastoralists are moving because of the drought. We require interventions to retain the ones that are already in our constituencies. Could he consider liaising with the Ministries of Water and Irrigation and the Ministry of States for Special Programmes, so that during this particular month between now and before it rains, those people are sufficiently given assistance, so that they can be maintained within those localities to be enumerated? view
