Madam Temporary Deputy Speaker, does the Ministry of Transport operate in isolation from that of Lands? Could the Assistant Minister promise this House that he will take up the issue of those issued with title deeds? They have a position. They can even compensate those people. Can they consider compensating those people who have acquired those parcels of the land so that the airport can be expanded and the lives of Kenyans protected?

On a point of order, Mr. Speaker, Sir. We can understand the absence of the Ministers as has been explained by one of the Assistant Ministers. However, many at times, we have seen some of the Assistant Ministers respond to Ministerial Statements. Is this in order? I believe that if that be the case, then the business of the House will come to a standstill.

Mr. Temporary Deputy Speaker, Sir, I appreciate that the Assistant Minister is looking for more land. However, acquisition of land is a long process. It is not done in one day. He said that the Langata Cemetery will not be full in the next one year or two years. Unless they start looking for the land right now, they will not be able to achieve their targets. On a point of order, Mr. Speaker, Sir. The Assistant Minister is actually helping the Government to abdicate its responsibility in the manner in which he speaks. Is he in order to say that, that action will fuel more conflict when, in essence, it is their primary role to ensure that they resolve boundary disputes? This is a national problem. It is not actually a problem in Turkana alone. Is he in order not to be very clear in taking up his responsibility and help Kenyans resolve conflicts amicably?

Why should a Ministry not be able to plan for a number of schools in this country to open all together?
