Thank you Mr. Speaker, Sir. I want to thank the Assistant Minister for the very good response. We would want to say that this is one of the very few Ministries that are able to give us very good responses. But I want to ask the Assistant Minister, in relation to item number âb (ii)â on revision of the Physical Development Plan for Habaswein, when will this be undertaken?

Mr. Speaker, Sir, I had asked a similar Question last year and the response was that there were no funds, but looking at the response in part â bâ which says: â My Ministry is undertaking this projectâ, it contradicts the last statement of the Assistant Minister which says that they have difficulties in funding. Could the Assistant Minister give a firm undertaking that they will go and revise the physical planning in Habaswein this financial year?

Mr. Speaker, Sir, prisons are correctional centres for inmates and religion plays a very important role in terms of building the moral behaviour or uprightness of individuals. Could the Vice-President and Minister for Home Affairs undertake to ascertain the number of Muslim inmates and the number of Maalims they will require so that they can also be attended to wherever they are?

Mr. Speaker, Sir, the professor is the Assistant Minister for Education and what he is giving us in terms of information is not right. That is why I am saying that Ministers, whether professors or ordinary Ministers, must take work seriously in this House. I rose on a point of order because he said that recruitment for teacher training colleges in ASAL areas or disadvantaged areas is given more time when we know that it is standardized across the country. Is he in order to mislead this House by telling us that people in northern Kenya or the disadvantaged regions ...

Mr. Speaker, Sir, I want to ask why the Government cannot license motor cycles and other boda boda operators because they ferry people and goods. It is important that they are licensed. Why can the Government not license these people since they cause a lot of accidents?

Mr. Speaker, Sir, the information from the Assistant Minister is not very clear with regard to the recruitment of teachers by the Board of Governors (BoGs). Currently, the BoGs employ teachers using school resources and are only on contract as far as the communities are concerned. However, we want some clarification from the Assistant Minister. Whom will the teachers who will be hired by the boards of governors, as he claims, be answerable to? How will that money be channeled to them?
