On a point of order, Mr. Speaker, Sir. The main substance of this Question is actually the criteria used to identify Intertek International Limited. I doubt whether the Minister is answering this Question appropriately. He admitted that Intertek International Limited was used, but he went on to talk about other laboratories. Is he in order not to address the main substance or the gist of this matter?

Mr. Speaker, Sir, the Minister has just acknowledged that there exists boundary problems, both administrative and electoral in a number of areas in this country. While in the planning stage, could he consider alerting both enumerators and supervisors, who will be recruited, on the actual problems that exit on the ground, so that people can be allowed to register where they come from?

Mr. Speaker, Sir, establishing a police post and holding barazas on an ad hoc basis cannot help Kenyans. The problem is not only along the Migori/Trans Mara border. Quite a number of areas in this country have conflict problems. What long-term plans does the Ministry have? The cause of the conflict is not ordinary crime, which police say has been reduced. Mr. Deputy Speaker, Sir, retirees have a lot of problems in this country. The backlog of cases at the headquarters is enormous. As much as we appreciate the Ministryâs plan to improve on its service delivery, could the Minister consider decentralizing the processing, if not at the district, even at the regional levels? We have asked that for long!

Mr. Deputy Speaker, Sir, it is not only a question of bumps. The Ministry of Roads does not accord Members of Parliament, or even Kenyans generally, a chance to equitably share the resources that are normally allocated at the national level. We are engaged in the planning for the district-level roads, but we know that there is so much money. Can the Assistant Minister consider, in terms of planning and policy, allowing Members of Parliament and other stakeholders, to collect information, so that we can have enough resources availed to all regions?

Mr. Speaker, Sir, after listening to the Prime Minister, we realized that there was evidence of contradiction in the results we got either from the KEBS or the Government Chemist. As far as I understand it, Intertek is a private agency. Could the Prime Minister confirm why we were not able to reconfirm those results before releasing that maize to the silos we are talking about? Were all the agencies involved because there are a number of players representing the Government with regard to that maize as it was being transferred into the silos?

Mr. Speaker, Sir, I heard the Minister say very clearly that it is not the policy of the hospital to retain bodies. But the truth of the matter is that, even those who are alive including mothers were kept for over one month, until a media house alerted Kenyans before good Samaritans came to their aid. Mr. Deputy Speaker, Sir, the Assistant Minister has not adequately answered Mr. Njugunaâs question. It is very simple: It says that there are teachers who have preference to teach in certain areas than other regions. What the Ministry shies away from is to redistribute those teachers so that we have adequate staffing in all areas. What plans does the Ministry have, if they do not have sufficient money in the Budget, to move teachers from where there is overstaffing to understaffed areas?
