This is a welcome move, but unless we plan for these districts, they will not serve the good intentions that the Government has. Going by the pace at which the Ministry is trying to employ teachers, it will take decades to have some regions staffed adequately. When are they planning to do the redistribution? How fast? Is the exercise going to cover the entire country? view

In case of something not being incompatible with existing policy, like the case before the House, is he in order to tell us that he cannot originate something that is affecting Kenyans from his own office, which is key to the particular problem we are talking about? view

In terms of policy decisions and planning, what does the Government have for northern Kenya besides creating a Ministry that does not have enough resources? Is the Assistant Minister in order to tell us that they have instructed Boards of Governors of schools when the people who deal directly with school heads should have been the quality assurance officers or the school auditors! I heard the Assistant Minister say that they want to upgrade it to bitumen standards. Many times, the Ministry of Roads has taken a long time to do a lot of technicalities. Could the Minister tell us the actual plans and timelines that they have with the Treasury? I appreciate the Minister's concern for now and we expect her to do something. However, I would kindly ask her to consider making a comprehensive plan, not just finding out the causes of this problem, with regard to trying to start some irrigation schemes over there. view

Having looked at the response from the Minister, I have even seen where she said that each of the boreholes was allocated Kshs4 million and it is lying unused. I wonder how money, after a financial year, is lying idle. If it is available, she should give us!
