On a point of order, Mr. Deputy Speaker, Sir. I think that you have already made a ruling on this matter, yet the Minister keeps on moving to and fro to explain further. The Chair has referred this matter to the Departmental Committee on Health, Housing, Labour and Social Welfare. Will it be in order for us to continue or for the Minister to keep on responding to a ruling which you made?

Mr. Deputy Speaker, Sir, mine is not a point of order. It is a supplementary question. The appointing authority of the Committee is His Excellency the President, Mwai Kibaki. The arm that implements his decisions is the relevant Ministry. The Ministry of State for Internal Security is particularly charged with the responsibility of ensuring that it hands over the Report, or it plans. On a point of order, Mr. Deputy Speaker, Sir. The Minister has evaded my question. As far as we are concerned, the Ministry which is charged with the responsibility of ensuring that we get the report is his Ministry. Could he confirm to the House that it is, indeed, his responsibility to avail that report to the House and tell us what action he now intends to take even if he did not take any action in the past?

Mr. Speaker, Sir, at least, Dr. Kuti is one of the few Ministers who honestly admit that there exits a problem in some areas. While I appreciate the long term plans with regard to the eradication of the diseases that occur, I would like to know from the Minister what he intends to do--- Those disease outbreaks are very common. On a point of order, Mr. Temporary Deputy Speaker, Sir. This purely looks like a public relations exercise for muslims in this country. The team was constituted at a time when we were preparing for elections. Is the Assistant Minister in order to tell this House that the Committee was not able to get an appointment with the Head of State, when it completed its work by the end of March this year? Is he in order to tell us that they cannot find an appointment with the Head of State five months down the line? Is the Ministry serious?

Mr. Temporary Deputy Speaker, Sir, Governments change. There was one last year, there is a new one this time round with new Ministers. However, the technocrats have not changed. Activities that were undertaken in the last session of Parliament by the various Ministries need to be brought on board for continuity sake. We know that the Ministry sent a commission round the whole country during the last Parliament to take the views of Kenyans on how to set up new and viable local authorities. Mr. Speaker, Sir, relief food has become a permanent feature in Arid and Semi-Arid Lands (ASALs). I think we want a long-term assurance on food security issues. We want the Minister to tell us exactly what her Ministry intends to do! That is because relief food cannot be there permanently for the people. It should only be there for emergency. Mr. Speaker, Sir, listening to the Minister, the appointment of the deputies on an acting capacity is only a stop-gap measure, and the appointment of the subcommittee of the Cabinet and the inter-Ministerial Committee equally do not have any time- frame. Could he confirm the fact that the Board of Directors is the problem? What immediate action is he planning to take against them? He has already admitted that there is serious mismanagement!

Mr. Deputy Speaker, Sir, the Assistant Minister's response is, indeed, very unsatisfactory as far as I am concerned because his core business is actually to ensure that we have security in this country.
