Is the Assistant Minister in order not to confirm to us that these companies have done something in conformity with what he talked about? view
  • 22 Jul 2008 in National Assembly: Mr. Speaker, Sir, it is the policy of Government to decentralise services to Kenyans. One Government department that has not adopted that is the Treasury; and particularly the Pensions Department. Pensioners are forced to travel thousands of kilometres to follow their claims in Nairobi. Could the Assistant Minister decentralise services, especially with regard to the documentation bit? If they cannot decentralise the payments bit, can they not decentralise the documentation bit to the provincial and district level? They should also provide staff to serve pensioners who are suffering a great deal. view

However, I would want to know what has come out of the abattoirs that were planned by the Ministry sometimes towards the end of last year, in our region or any other region where they had promised to do something about them. view

This is the second Assistant Minister this morning who is telling the House that either he does not have a satisfactory answer or he has to go back for another one altogether! We are coming for business here and the Government has to conduct business as expected! It is unfortunate when we come here and we do not get what we require! The answers belong to Kenyans!   • 16 Jul 2008 in National Assembly: Mr. Speaker, Sir, the establishment of desks and commissions acts only as facilitation to intended goals. They do not actually help achieve specific targets. In order for us to mainstream gender equality in all Ministries as stated by the Minister, we would like to know today what specific programmes, or projects, her Ministry intends to achieve through the various Ministries. For example, in the Ministry of Education, there is a huge disparity in certain regions in terms of enrolment, transition and so on. I would want to know from the Minister the specific details. view
  • 16 Jul 2008 in National Assembly: Mr. Deputy Speaker, Sir, listening to the Assistant Minister's response, he said that they had received Kshs9 million from the ADB. Similar funds that were also received 1840 PARLIAMENTARY DEBATES July 16, 2008 from other areas have also taken over one and a half years to be implemented. We attribute this delay to the activities they do including mapping and feasibility studies. These are donor funds. Going by the pace of the Ministry of Education, and the paces of many other Ministries, this country will take a long time to ease the staffing shortage in the key sectors affecting Kenyans. There is no shortage in every part of the country. There are some areas which are over-staffed. What plans does the Minister have to move teachers from over-staffed areas and re-distribute them to areas which have serious shortages? view
  • 8 Jul 2008 in National Assembly: Mr. Speaker, Sir, we are not very satisfied with the response by the Assistant Minister in relation to the amount of money allocated to ASAL areas for irrigation. Honestly, Kshs100 million for water harvesting and Kshs68 million for drought resistant crops is not sufficient enough. We have seen in the past over Kshs400 million allocated to a single water project in some parts of this country.   • 25 Jun 2008 in National Assembly: Thank you, Mr. Speaker, Sir. The development of roads in this country is facing a very, very serious problem. Raising Questions all the time is giving us a lot of problems. But I want to go straight to my question. The District Roads Committees are able to plan only for constituency roads. They are not able to plan for trunk roads that connect major towns. What plans, as a matter of policy, does the Ministry have to take care of main roads projects? view

He has very eloquently presented the key issues which I feel will be of great interest to the Kenyan consumer. The fact of the matter is that this is not going to be an ordinary legislation.
