Thank you, Hon. Temporary Deputy Speaker. I appreciate that you have noticed me. I want to congratulate Hon. Wamalwa and agree with the amendments that have been brought by the Chair. Regarding ranking of schools, we had gone wrong a little bit somewhere. Ranking should not be done to glorify people who cheat in exams. I believe what the CS is doing with regard to examinations is the best way to go and I support him fully. I support this Motion by my friend Hon. Mwadime regarding water for all. I also support the amendment that it should be clean and safe water. We have been talking about water for many years. It is like a pipe-dream. Hopefully, with this Motion which says “resolves”, the national Government will come in and do it and not the county governments. We have devolved very critical functions of water and health to counties which cannot manage anything right now. They are in a predicament on what to do. The good thing is that this Motion does not say “urges” but says “resolves.” I believe that once we pass it, we will be doing the country a favour. but, apparently, all public grounds in Kenya have been grabbed by people. We have a similar case in Meru where land was grabbed but the public got it back. We want Kamukunji grounds to be protected by an Act of Parliament. We should also fence it. I appreciate pupils from my constituency who have come here to see what happens in Parliament. They are visiting many other places. If Kamukunji was a preserved site because of the pre-independence and post-independence freedom fighters who were there, they could have gone there for a visit; schools could go and learn more about ...

Hon. Speaker, I support my colleague from Meru County. I believe that the roads which were under construction should be completed. Every year, we are promised roads which are not constructed. There were some roads in my constituency which were advertised but, apparently, they were removed from the advertisement when they did not get bidders. I wish they would re-advertise them so that everybody can get roads equally and equitably.

Last year in November, we buried five people in Igembe North, Meru County. It is a pity that Hon. Banticha is not here. I am glad that he has talked about compensation to victims.
