I would like to ask him to consult tax experts because by having VAT exempted, it will mean that any input tax that will be borne by the transporter cannot be recovered, whereas when it is zero-rated, the VAT input can be claimed. Whatever the transporter charges cannot be recovered. This increases the cost to about Kshs1,200 because the transporter cannot recover the VAT input. We need to get everything that is harvested. A loss of 5 per cent is understandable, but a loss of 40 per cent of sugarcane before it reaches the factory needs to be looked into.   • 15 Jun 2016 in National Assembly: farmers. We need to put interventions in the whole agriculture system so that our sugar, tea, coffee and maize farmers can all benefit from Government subsidies. If we just look at one side of the coin, it will not help. We need to see if we can privatise sugar factories. We can agree with Members of Parliament from that area where sugarcane is grown to a good settlement where we privatise them to make them more cost-effective. I want to thank the President and his deputy for waiving the exam fees and for the health management systems which we are going to get in all the constituencies. I think he was right on track when he talked about governors and corruption. In my county we have a problem. We cannot get medical equipment for the Meru Level 5 Hospital because the governor insists he does not have space for it.   • 14 Apr 2016 in National Assembly: Regarding the banks again, I would like to say we need to know how the Kenya Tea Development Authority (KTDA) and other small depositors are going to get back their money. We request the President and the CBK Governor to expeditiously open the banks which were closed and get people to buy those banks then we can return the money back to the depositors.   • 13 Apr 2016 in National Assembly: Karithi, because his constituency neighbours mine. My constituency also neighbours Tharaka Constituency. The lower part of my constituency is a hardship area. There was a time when we used to get relief food. I want to support my colleague and say here in front of teachers from his constituency that I have heard many times Hon. Karithi speaking. It should be removed from the HANSARD that he does not speak because I have heard him speak many times. If the hardship allowance is going to be given, we should have fairness in it.
