  • 30 Oct 2013 in National Assembly: Thank you, hon. Temporary Deputy Speaker. I want to inform hon. Shakeel that hon. Opiyo wore the same suit last week and the Speaker ruled that he was properly dressed. So, I would like to inform him of that. view
  • 30 Oct 2013 in National Assembly: On a point of order, hon. Temporary Deputy Speaker, Sir. Is the hon. Member in order to purport that the Government is weakening the KNUT when KUPPET was doing what it was supposed to be doing for secondary school teachers? He should not purport that the Jubilee Government is weakening the KNUT in any form. It is the circumstances that dictate that. I think the hon. Member should withdraw those two remarks. view

  • 23 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I stand to support this Motion by hon. Sunjeev Birdi. It is a very timely Motion and it should not just be urging the Government, but it should be more of making sure that this is implemented. Two weeks ago, I was in Geneva for the IPU Conference where disaster management was discussed and a case study was done by a Parliamentarian from Bangladesh which experiences a lot of floods. They have done a case study of people who live in flood prone areas and what came to my mind is hon. Namwamba’s constituency, Budalangi, ... view
  • 23 Oct 2013 in National Assembly: Hon. Temporary Deputy Speaker, Sir, I was just wondering whether he lives near Mount Kenya. Maybe he heard about Mount Kenya in Nyeri and wanted to come there. I was saying that Mount Kenya has reduced in size because of the ice and all the water which comes down within the borders of Mount Kenya and goes down to rivers, which eventually goes to River Tana and to the Indian Ocean. So, we lose a lot of water. We have lost more than half or about a half of Mount Kenya and it has gone to waste. Our people, especially ... view
  • 23 Oct 2013 in National Assembly: function of making those dams. They need to retain a little function with the national Government. I would like to urge the Mover of this Motion to probably put something there. When she says “equitably”, it should probably read: “in each and every constituency there should be at least one dam if not two.” This is because it has been the trend that dams have been done within Eastern Province which we were part of previously but in only one section of Eastern Province. Meru County does not have even one dam and for my constituency, North Imenti, we do ... view

Deputy Speaker, pursuant to Standing Order No.44(2)(c), I would like to request for a Statement from the Chairperson of the Committee on Lands regarding the recent issuance of title deeds in Mombasa by His Excellency the President. In the recent past, His Excellency the President issued over 60,000 title deeds in a bid to kick-start an effort to solve the land crisis in the Coast region. In the Statement, the Chairperson should inquire into and report on the following:- (i) the status of land adjudication in the whole country; (ii) when title deeds will be issued for land where ... view

  • 2 Oct 2013 in National Assembly: I would like to second my Chairman. We vetted Mr. Muhoro for the post and as has been stated by my Chairman, he has a wealth of experience. He has worked in various Government positions; he is qualified; he does not have any tax arrears or any other obligation and he has never held any political office nor does he have any political affiliation. Despite being charged in a court of law, he was acquitted in 2008. On the matter regarding the Ethics and Anti-Corruption Commission, I want to put it here categorically that some of the Parliamentarians who are ... view
