I would like to just enlighten my colleagues that the issue of land vesting with the county governments is constitutional. We all know that land, unless it has already been registered, belongs to the community. Before that it becomes a constitutional issue and the custodian of that land is the county government and not any other element. We sat down with the Committee and agreed that issues that are devolved should be left with county governments. Therefore, this whole clause was deleted. We appreciate the good faith. view

The reason is very simple. Our youth are being marginalised. They cannot get IDs or any form of employment because of that. The Constitution of Kenya is very clear: Sovereign power belongs to the people of Kenya. Article (1)(2) of the Constitution states that the people may exercise their sovereign power either directly or through democratically elected representatives.
