  • 25 Feb 2021 in Senate: Mr. Temporary Speaker, Sir, the debt that is being mentioned here is not a true reflection because it does not include debts for counties, other Government agencies and parastatals. Sen. Mutula Kilonzo Jnr. mentioned about the debt register. That is the only thing that will show a true reflection of what our debt portfolio looks like. It seems the figure is out of hand because sometimes we are told it is Kshs7.6 trillion and sometimes Kshs7.4 trillion. It is only after seeing that debt register that we will know whether or not we have passed the budget ceiling. I have ... view
  • 25 Feb 2021 in Senate: I am happy with the increase in allocation to counties in terms of horizontal revenue share. We will have Kshs409 billion for the counties. However, that may not be sustainable if the economy collapses and the tranches that are supposed to be given become harder to raise. Mr. Temporary Speaker, Sir, I have very many notes. As you can see, I read 200 pages and printed them, but because of time, I will rest my case. For now, I support. I thank you. view

  • 23 Feb 2021 in Senate: Mr. Speaker, Sir, my information is that 50 per cent of our children experience sexual and other physical violence, but not all of it is from Wazungu or outside. We must also make sure our children are protected within our homes as well. We should not always think it is an external issue because that is like three or four guys. view

  • 16 Feb 2021 in Senate: Thank you, Mr. Temporary Speaker, Sir. A lot has been said about Sen. Haji. As I grief for Sen. Haji, I am here to honour his life. A lot has been said about his career but I want to look at his life that is rich in family, friends and accomplishments. I would like to give my condolences and those of my family and the entire people of Isiolo County to the family of Sen. Haji and directly to Mama Zainab Muumin, his wife. Also to my sisters; Muraya and her husband, Ismael; my sister, Amina Haji and her husband, ... view
  • 16 Feb 2021 in Senate: Thank you very much, Mr. Temporary Speaker, Sir. In the course of my being here, I worked closely with him and relied on him for guidance and grounding because each time, I felt that I now know it all or the Standing Orders are in my head, I looked at him as he sat there humbly. When I looked at his accomplishments both in family, career and in service to this nation, I always reminded myself, “Sen. Halake, you are a speck on a speck,” in comparison to the giants that are in this House. I am honoured and I ... view

  • 11 Feb 2021 in Senate: Thank you very much, Mr. Temporary Speaker, Sir. I rise to support this Bill. This Bill is very close to my heart, not because my friend, Sen. Wambua, is the one who has sponsored it, but because I relate to the history of it, and also because this Bill is a Sustainable Development Goal (SDG) Bill. This Bill tackles poverty, zero hunger, good health and well-being, inequalities, and so many other SDGs. It is amazing that a Bill that is looking at one cereal can tackle so many SDGs. It tackles poverty, hunger, health et cetera. Mr. Temporary Speaker, Sir, ... view
