  • 16 Dec 2020 in Senate: from your Chair. The kind of interruption and vested interests would have disqualified us to be even near as jury. Since we are being watched, it is for us to show impartiality as we listen, so that our vested interest do not seem to come to the fore as it is doing now. Thank you. view
  • 16 Dec 2020 in Senate: Thank you, Mr. Speaker, Sir. Can the good Professor of law tell us what constitutes a ‘yes’ or ‘no’ answer? Does it mean that if the lawyer says ‘yes’ or ‘no,’ then it becomes ‘yes’ or ‘no’ answer or is it that there are certain questions that by virtue of the way they are asked, they do not lend themselves to ‘yes’ or ‘no.’ view
  • 16 Dec 2020 in Senate: Thank you, Madam Deputy Speaker. Whenever one is feeling threatened, no matter who else in involved, the person’s threat should be the number one consideration, in my view. I think that the person is justified. We do not want to be in a situation where we then--- The person that is asking is not thinking of the other parties. I am at a loss as to how we are questioning the use of technology and how the use of technology can affect the integrity of the decisions of this House. For the last eighty months or so, we have been conducting business virtually. If that has been the issue, is it in order to decide for us to sit, pass resolutions and draw our sitting allowances on virtual meetings throughout the entire time? Why is today special? To allege that technology impacts on the integrity, it is not true. Unless there are other reasons ... view

  • 1 Dec 2020 in Senate: Mr. Speaker, Sir, I do not see the relevance of bringing the Governor, hon. Anne Waiguru to this issue. Is Sen. Wetangula in order to say that because she is trailed by controversy--- How relevant is this? view
  • 1 Dec 2020 in Senate: Thank you, Mr. Speaker, Sir, for giving me the opportunity. I served in that Committee and I would like to congratulate them. I know that the workload was heavy. As you can see, there are very many sources of IDPs, including the historical injustices that have been meted upon our people. The 13 reports all point to historical injustices that are being seen now. I wonder at what point we are going to look at work that has been done before by the Truth, Justice and Reconciliation Commission (TJRC) and the likes. There are other reports that have been done ... view
  • 1 Dec 2020 in Senate: With regards to waste management, especially for Wajir and other counties where basic sanitation does not exist, the policy for this country with regards to sustainability and environmental impact--- People have now moved from environmental impact to social impact that relates to the environment. Are we going to look at environmental impact and then put a very narrow definition of what environmental impact stands for, when the biggest culprit is the impact is on the economic and social wellbeing of the people? I hope that the Committee will appraise itself on the need for not just an environmental impact assessment, ... view
