That letter is a public document and indeed let me say, under Article 35 of the Constitution, it is not only hon. Keynan who is a privileged member of the Kenyan society, every Kenyan is entitled to a right of access to information. Hon. Deputy Speaker, I thought I heard you say that the Leader of Majority Party is the spokesperson of the Executive. I hope that is a slip of the tongue because this is on record. The Leader of Majority Party is the spokesperson of the majority of Members of Parliament in the House and not the spokesperson of the Executive. I stand corrected.

Deputy Speaker, I beg to move the following Motion:- THAT, Pursuant to Article 127(2)(d) of the Constitution, this House adopts the Report of the Parliamentary Service Commission and approves the appointment of Ms. Jennifer Nafula Barassa and the Hon. (Dr.) Abdullahi Ibrahim Ali as Members of the Parliamentary Service Commission.
