Mr. Speaker, Sir, it is very amazing that even sweepers and cleaners are imported from Nairobi to Kisumu and northern Kenya. Can the Minister confirm that it is now becoming the culture of Ministers and Government officials to interfere with the tendering process and import their own cronies and companies to regions where they come from? Can he confirm whether this is part of that?

Thank you, Mr. Speaker, Sir. I was not in the House yesterday, I was in my constituency. However, Parliamentary Committees are a creation of this House and the final verdict on Committee reports lies in either the approval or disapproval of the same by the whole House. The debate was as per the Standing Orders. Members debated. They looked at the Report and the recommendations. This House has the moral authority to disagree with any Committee’s recommendation. asked the Minister for Regional Development Authorities: (a) if he could provide a per-constituency list of all projects/programmes undertaken by Ewaso Nyiro North and South Development Authorities in all ASAL constituencies since 2008; and (b) if he could also state how much money was spent on each of the projects and indicate the status of the respective projects.

Mr. Speaker, Sir, this is a 22-page document on projects done by Ewaso Nyiro North and South Development Authorities in all ASAL constituencies since 2008. It will take me and my colleagues from these constituencies some time to scrutinize and confirm whether these projects are on the ground. I seek your indulgence that I be given more time so that I can also give copies of this document to my colleagues, who are interested in this Question. I ask for three weeks from now.

Mr. Speaker, Sir, I want the Assistant Minister to confirm whether Wajir International Airport was constructed using funds from the United States of America (USA) Government, and is basically a military base for USA in their war on terror in the Horn of Africa. Could he confirm that allegation?

Mr. Speaker, Sir, the US, among many other NATO countries, has military bases in many countries and uses the infrastructure availed by those countries. Yes, Wajir International Airport is within the northern part of Kenya; it is within the Kenyan territory, but there is a possibility--- Is he in order to say that it is owned by Kenya? I only want to see whether the Americans use that airport for their war against terror in the north and in the horn of Africa. Is he in order?

Madam Temporary Deputy Speaker, it is very sad and I really pity this Government which I was part of a few months ago. Today, the Minister of State for Public Service can stand up and say he cannot give the details of all Permanent Secretaries, Directors and Chief Executive Officers (CEOs) of State Corporations who have reached the retirement age. Could the Minister of State for Public Service be fair to the nation and tell the public that the system in the Public Service has failed? Thank you, Mr. Temporary Deputy Speaker, Sir. This Bill came to this House in April, last year, and Parliament removed it from the laws of Kenya. What the President has now advised, or brought back, is that he wants that instead of the repeal, an amendment be moved. He wants this to exist as part of the laws of Kenya.
