  • 10 Feb 2022 in National Assembly: I am coming to it, if you allow me. • 10 Feb 2022 in National Assembly: participation during the consideration of the Health Laws (Amendment) Bill (National Assembly No.2 of 2020) by the Departmental Committee. view
  • 10 Feb 2022 in National Assembly: Of the many directions Hon. Speaker gave, let me just read the last bottom one, which said that this House will now await the Committee to re-submit its Report to the House after complying with these guidelines, the one he has given before resuming with its consideration at the Second Reading. In my opinion, that was violated. I am sure the Clerk’s Office and the people who prepare the Order Paper will agree with me. However, now that we are at the tail-end, I indulge you that Members need to read this addendum Report. I ask you to use your ... view
  • 10 Feb 2022 in National Assembly: The Cabinet Secretary was being given imperial powers and this is very emotive. Hon. Members will understand that every nurse and clinician whom we represent sent us text messages to that effect. Therefore, we need to read that addendum over the weekend. Let us read it from tomorrow. So, do not put the Question, you can do it next week based on the ruling of the Speaker. In fact, his ruling reads: Second Reading Debate cannot start until the addendum is tabled. However, now that they have tabled, when we are at the tail end where the Question is being ... view

  • 3 Feb 2022 in National Assembly: Hon. Speaker, the new loans contracted by the Government between the month of September and December 2021 were tabled by the Leader of the Majority Party on Tuesday. In accordance with Parliament, as an independent institution, I want to ask of you two things. view
  • 3 Feb 2022 in National Assembly: One, that the Report, if available in soft copy, should be publicised and put on the parliamentary website for the people of Kenya to see the level of borrowing. view
  • 3 Feb 2022 in National Assembly: Second, in the last nine years, the Budget and Appropriations Committee has been presenting to the House the debt report as part of the Budget Policy Statement. That has been the tradition. I ask that this year, in line with the advice given by the Parliamentary Budget Office, the Budget and Appropriations Committee tables a report on the debt separate before we discuss the Budget Policy Statement in its Report. view
  • 3 Feb 2022 in National Assembly: Finally, I do not want to speak for him because he is in the House. This is the last Session and we will be very happy, as you directed earlier, if we can discuss Hon. Bunyasi’s Bill on the establishment of an independent institution that will deal with debt in our country. view
  • 3 Feb 2022 in National Assembly: Hon. Speaker, they have been advising the Budget and Appropriations Committee. The Chair seated here can confirm. They had been advising even the previous Chairs of the Budget and Appropriations Committee. It is an advice they have been giving and it is in the Hansard. I am sure the Chair of Budget and Appropriations Committee can confirm that the advice has been given. I can confirm that. We need to discuss the debt as a separate report before we discuss the Budget Policy Statement. That is the only thing I ask. view
