Hon. Chairman, the problem is that there are two amendments in circulation. It is good that Members have the amendment with the figure of Kshs12,155,000,000 and not the one ending with Ksh11,555,000. I think Members should discard the latter and get the right one.

Hon. Chairman, I do not have any problem. However, for tidiness and record purposes, the procedure of the House is sometimes used by our officers from the Litigation Department. These are numbers. I want the Chair of the Departmental Committee on Energy to state from which agencies the monies are being taken back to the Ministry so that the record flows. This is a function of the Chair of the Departmental Committee on Energy, and not that of the Chair of the Budget and Appropriations Committee. The Hansard is the official record of this House. Hon. Speaker, thank you very much. I take this opportunity to contribute to the County Allocation of Revenue Bill, 2021. This is the Bill that horizontally divides resources between counties. It is prepared under Articles 217 and 218 of the Constitution. This is the Bill that allows transfer of resources from the Consolidated Fund to county treasuries. If you look at this Bill, county governments have been allocated Kshs370 billion in the 2021/2022 Financial Year. They are supposed to share this money as the equitable share among all the counties. What are my submissions insofar as this Bill is concerned? Let me first look at the high expenditure on personal emoluments. And I want the Controller of Budget to listen to me if she is watching. The PFM Act is very clear. Section 25(1)(b) of the PFM (County Governments) Regulations, 2015 sets the limit of the county government expenditure on wages, salaries and benefits at 35 per cent. Embu, Garissa, Isiolo, Kirinyaga, Kitui, Machakos, Meru, name them - about 25 counties. They have gone outside the ceiling. The failure is on the part of the Controller of Budget. The law gives her the power. I have been in a lot of pain and I have asked myself what a debt is. There are many Kenyans whom the county and national governments owe close to Kshs180 billion. I want to urge the House that this time round, even if I am one of the affected, I had four years between 2017 and 2021. That is enough time to undertake a basic degree programme. The degree certificate must be verifiable and you must present transcripts. There are people in this House who are called doctors because they have honorary degrees. That is not a degree.
