Thank you, Mr. Temporary Speaker, Sir, for this opportunity to contribute to this very useful Bill, especially at this time in Kenya when we are trying to streamline and make sure that people do not fundraise just for the sake of it. Even though the issue of harambees has been so common in Kenya and, indeed, very useful in many ways, we know that it has been abused. On a point of order, Madam Temporary Speaker. Could I ask Sen. Elachi to substantiate because looking at Article 188 of the Constitution, there is no provision given to the President’s role in coming up with this Commission? That role is clearly given to the National Assembly and the Senate.

On a point of order, Madam Temporary Speaker. Is Sen. (Dr.) Khalwale in order to almost dishearten our farmers in this country who work very hard planting sugar cane? That is their source of living and they have no alternative unlike our lucky Senator who has an alternative. Could he substantiate and also honour our farmers who do so much to survive?

Madam Temporary Speaker, let me start by congratulating the ever zealous, Sen. Mutula Kilonzo Jnr., for this very important Motion. It is very important in the sense that it will help us to create order in our counties. It is amazing that the role of this Senate becomes clear every single day. Thank you, Mr. Speaker, Sir. It is sad for somebody to die. It is sad when that person dies suddenly and it is even worse when a person is killed right in front of their family members. The psychological effect on the wife and the daughter of the late Hon. Muchai is something that has to be dealt with because, indeed, they will suffer. Kittony, who had requested to know the rationale that was used in the distribution of specific constituencies within which the construction of technical training institutes had been done.
