Dr. Agnes Zani

From her childhood days, she recalls that any kind of injustice to anyone made her hair stand on end. At the university, Agnes occasionally acted as the chairperson of her department and started the Ford Foundation International Fellowships Alumni Programme, which she has been chairing since. When Kwale residents threatened to boycott the 2013 elections during the infamous “Pwani si Kenya” unrest, she took it upon herself to offer free civic education to her community. Education tops the former lecturer of University of Nairobi main agenda during her term of service.

  • 23 Jun 2020 in Senate: Thank you, Mr. Speaker, Sir. I am really encouraged by Sen. Sakaja’s work in getting feedback for this information. I just wanted to find out and maybe probe further about the sort of evidence and proof that you are getting for the expenditure of funds. I think that is where the rubber meets the road. About the allocation that is going there is fine, but if we can get to the details of the proof and even have ways of getting down to the county and confirm that the money has been used, where it is purported to have been ... view
  • 23 Jun 2020 in Senate: Madam Temporary Speaker, I stand to support this Bill. This Bill seeks to amend the National Drought Management Authority Act of 2016. Drought, floods and all the other catastrophes fall under a very important part of legislation. It has been said many times before in this House that it is important to mitigate and ensure that we manage catastrophes well. However, all that is impossible without funds. The National Drought Management (Amendment) Bill (National Assembly Bills No. 26 of 2019) seeks to amend certain specific aspects of this Act to bring it in sync with the expenditures that are very ... view
  • 23 Jun 2020 in Senate: 18(d) “Such grants and donations, gifts or bequests as may be given to the Authority.” This Bill is from the National Assembly. It is, therefore, a money Bill. It is always very important in a Money Bill to make such provisions because this is where many organizations, councils and groups are not able to satisfactorily do what they are meant to do If they do not have funds. This is the fate. Unfortunately, money Bills have to originate from the National Assembly. We have had situation where we have had very good ideas about the effectiveness of specific areas that ... view
  • 2 Jun 2020 in Senate: Thank you, Mr. Temporary Speaker, Sir. The specificity of the location and place for this Statement is very critical. This is from Lamu County within the coast region. I support Sen. Loitiptip for bringing this Statement. Flooding might occur in different regions but there are effects and repercussions, based on the county Gross Domestic Product (GDP), response and familiarity with such disasters. As Sen. Khaniri has said, there are certain regions where over the years we hear the same problem recurring. In others, the specificity especially for Lamu County puts it into specific context. As we know, most of the ... view

  • 2 Jun 2020 in Senate: COVID-19 pandemic and how to get to the new normal, and go on with our educational system. This is very critical for us because it is what everybody is asking. The ICT Policy of 2016 says that ICT is a development tool that should be widely accessible and utilized across the general population. This is the hope, but even in that policy, issues are raised about rural/urban disparity in internet use and social and economic context of ICT. This is what the Statement is bringing to the core. If this is going to be a widely used tool for education, ... view
  • 5 May 2020 in Senate: Thank you, Mr. Speaker, Sir. I also wish to congratulate the petitioners because they have had confidence in bringing their Petition to the Senate. I think this Petition from Narok County could just be a petition from any other county. As this Committee embarks on its work, maybe they could have an expanded mandate about projects that are promised and not actualized. Payments have been made, yet work has not been done. This runs across the issue of transparency and accountability, which even in our second phase of devolution, is the same issue that keeps coming up over and over. ... view

  • 5 May 2020 in Senate: should have been done by now. As we commit this Petition, which I support, I hope that when it gets to the relevant Committee, they can expediate and give the answers that will create confidence and assurance to the citizens of Narok County and this country. Thank you, Mr. Speaker, Sir. view
