On a point of order, Mr. Deputy Speaker, Sir. These Kenyans were given titles by the Government and the same Government restricted these titles because there was fear that these people were living in a water catchment area. Could the Assistant Minister inform the House whether the Government has also restricted the activities of these people on these areas because they are living in a water catchment area?

Mr. Temporary Deputy Speaker, Sir, the Minister had indicated that one of the reasons of phasing out the 14-seater matatu was to decongest our roads. Could he indicate how many man hours are today lost after deregistration of 14-seater vis-à-vis what we were losing on our roads before that directive?

Mr. Speaker, Sir, you heard from the Assistant Minister’s answer that these dubious agencies collude with some Government officials in his Ministry and in the Ministry of Labour. Could he inform the House what action the Government has taken to make sure that they get rid of these officers, who are also involved in trying to traffic these people to those countries where they suffer inhuman treatment?

Mr. Deputy Speaker, Sir, most of the times when we talk about drought in this country, Kenyans’ minds is driven towards maize and therefore, we create maize shortage in this country. Quite a number of crops also grow in this country, including green grams, sorghum and even millet. What has the Government done to make sure that these crops are also promoted to a level that Kenyans also appreciate that they are food that also need to be eaten other than maize whenever there is drought?

Mr. Speaker, Sir, in 2009, one of the financial institutions mentioned here, the South Imenti Credit Company, started collecting money in form of savings from the youth of that area. That exercise was supposed to encourage the youth to get loans from them. I would like to know whether it is a Government policy for the youth to pay Government institutions before they secure a loan.

Mr. Speaker, Sir, we have a scenario where the youth are paying money to these institutions that I have mentioned. Will it be possible for the Ministry to ask these institutions to refund this money to the youth? They have suffered so much and they are not getting the loans.
