  • 10 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, I would also want to encourage the House that we must continue with our culture of ensuring accountability and transparency in every transaction. Therefore, I want to agree with hon. Dr. Khalwale that in future, the Minister must table the documents in time and we must be able to peruse those documents. I mean, looking at them thoroughly. Interrogating means looking at them thoroughly. I am a student of English! view
  • 10 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, actually, I want to put the Minister to account on one issue; that, the company was not incorporated. Actually, the Minister is right in law. So, on prima facie basis, I want to give the Minister my full support based on the backing of the law. Cap.2 of the laws of this country defines what a person is. The Minister is allowed to enter into a contract with a person. A person means a company corporate or incorporate. Therefore, what the Minister did was correct. You did not have need to have the company incorporated yesterday. ... view
  • 10 Dec 2009 in National Assembly: Mr. Deputy Speaker, Sir, finally, in my support, I would like say that my concern is on the issue of costs. I want to urge the Minister that once the documents come back here, I would want to be sure that Kenyans are not going to be paying Kshs300 billion a month when we have so many of them living below the poverty line. So, I want to be assured by the Minister that those people will get back the money they have put in and will make reasonable profit. view
  • 9 Dec 2009 in National Assembly: Mr. Temporary Deputy Speaker, Sir, is the Minister in order to be treating children of whatever age as part of adults? That is not only discriminatory, but actually provides for insecurity for children, because they can be harmed if they are not treated separately. All other countries treat children of whatever ages as separate entities. Is he in order to treat children as part of adult human beings? view

  • 2 Dec 2009 in National Assembly: Thank you very much, hon. Minister for giving that answer which is actually realistic of Khunyangu Sub-District Hospital. view
  • 2 Dec 2009 in National Assembly: In his answer, he indicates that there is a long term plan for his Ministry to provide such a facility in every constituency. However, I have been very specific in my Question. Butula Constituency already has such a facility, which he intends to provide in other constituencies in his long term plan. Now that Butula Constituency already has such a facility which is serving the neighbouring constituencies, why does he not treat this as a special case? view
