Mr. Deputy Speaker, Sir, this is one of the most useless Ministerial Statements I have ever heard in my life. The Minister warned me last week when he was supposed to issue this Statement. I have now realised the meaning of that warning because he was simply going to give me the history about how the Government will not try to re-open Pan African Paper Mills. Mr. Deputy Speaker, Sir, I thought I should just clarify a few issues first. May I, in this case, invoke Standing Order No.97. With due respect, I would also like us to involve the Implementation Committee so that the Minister appears before it on this matter. This is because the people of Webuye are suffering and we cannot continue like this.

Mr. Speaker, Sir, last week I was promised by the Minister for Industrialization that he would issue a Statement on the prolonged delay in the re-opening of Pan African Paper Mills. This Statement was expected yesterday but we did not get it. I would be grateful if you gave guidance on this issue.

Mr. Temporary Deputy Speaker, Sir, I rise to seek a Ministerial Statement from the Minister for Industrialization on the delayed opening of Panpaper Mills in Webuye. On 27th May, 2009, I raised a Question by Private Notice on Panpaper Mills in which I wanted the Minister for Industrialization to, first, table the findings and recommendations of the task force which the Government appointed to investigate the closure of Panpaper Mills. Mr. Temporary Deputy Speaker, Sir, in his answer, the Minister admitted that due to some unforeseen technicalities, it was not possible to re-open the factory on 1st June, 2009. Instead, he gave a firm undertaking that the factory will re-open in the last week of June, 2009. I want to quote from the HANSARD. It states:-
