have not been provided with the NCA certificate, depending on the level you want to practise. It may be level 8, 7, 6, 5 and 4, all the way downwards. The Government has come up with so many initiatives that are meant to help interested groups. We have the Youth Fund, the National Government Affirmative Action Fund (NGAAF), the NG-CDF and the Uwezo Fund. All those Funds were earmarked to help improve the livelihoods of people who are living below the poverty line. But, when you look at all those Funds and the facilities that are available, it is really ...

Hon. Temporary Deputy Speaker, all that can happen. But, the main challenge for the youth, women and PWDs is not the documentation. Documentation could just be a tip of the iceberg. The main challenge is the working capital to do those jobs. Although we have the Youth Fund, we all know that it is just centralised. It is a real challenge for somebody living in Kisauni, somewhere in Mwakirunge-Maunguja, to access the Youth Fund. The Uwezo fund is so little. Yes, we are the patrons of the Uwezo Fund, but if you look at the amount that has been allocated ...

down there. We have seen what counties have done. Counties have been receiving billions of shillings every year, but when you look at what they have done, you will be shocked. You cannot even put their programmes in tandem with those of the NG-CDF. Maybe you have performed better than the Governor in your county. It is because the NG-CDF money that has proper audits. ground. We have seen value for the NG-CDF money. This is also what has helped PWDs, the youth and the women. So, I fully support what Hon. Gikaria has brought to the House. It is really timely. As a House, when we come to the Committee of the Whole House, we need to factor in things like what my colleague, Hon. Sankok, has just put in. That is because we will also have to protect PWDs. Even though we are aware that advertisement done for any tender is clearly earmarked if it is for special groups, we have to be ...

Thank you, Hon. Speaker. I wish to contribute to this matter. I also wish to identify with my colleague Hon. Wangwe who we used to work together in the industry. I had made a request for a Statement on this matter before we went for recess. At that point in time, the Government owed 54 oil marketing companies Ksh35 billion. I had requested for a Statement because I knew this was going to happen, and it has happened. The Kipevu Oil Storage Facility which is a government facility has enough fuel for the country. However, because of this cushion Fund ...

In addition, the margins have been squeezed. When these small companies buy fuel, they are only allowed a margin of Ksh2. How can Ksh2 cover the operating cost?

Thank you, Hon. Temporary Deputy Chairman. I wish to support what Hon. Njomo has just said. This country cannot move forward without having sound technical skills. Indeed, that has been lacking. If you can remember, in the past, we used to have technical colleges which today have been upgraded to universities. One of them is the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

Technical University of Kenya, located opposite the Kenya Revenue Authority. It was a very strong technical college, but has since been upgraded. The Government came up with a very good initiative of TVETs. They even came up with an idea whereby the students are provided with loans to enable them acquire the necessary skills. What Hon. Njomo is proposing is a sound idea which we need to support so that these students are fully supported. Otherwise, we will always have a gap in terms of human resources in technical skills. If you can remember when we were doing the Tullow ...

Thank you, Hon. Temporary Deputy Speaker, for giving me this opportunity to add my voice to this important Motion about the President’s Address. First and foremost, on behalf of the great people of Kisauni, I wish to salute His Excellency the President for exercising his constitutional role under Article 132 (d) of the Constitution. There are many things that we can say about achievements of the President. We have to take note of what has been done and give credit where it is due. The President has achieved a lot since he assumed office in 2013. Nevertheless, we understand the ...
