On the question of public participation and verification of signatures, public participation is a constitutional requirement. Therefore, once a Bill has been released, it is not possible to stand on the Floor of the House and talk about curtailing public participation. Let us be reasonable as we debate this law. Kimunya and ask whether this particular House has the capacity or is capable of protecting independent commissions. Specifically, how much money have we allocated to these commissions? They have appeared before the Budget and Appropriations Committee, and their respective departmental committees. I know, for example, that the Kenya National Human Rights Commission is overseen by the Judicial Leaders Advisory Council (JLAC) and many times, they have only been funded for Recurrent Expenditure.
