Even this House is aware that this issue should have been transacted in March, but because of circumstances, which all of us know about, there was no effective Parliament effective as at 10th March - it was not practical. This is a Motion that we need to dispose of. We have no time actually. We have up to tomorrow because the ten days are calendar days. view

Speaker, Sir, allow me to just say as I conclude that it is unfortunate that this Bill will be transacted in this House without going through the necessary scrutiny by the Budget and Appropriations Committee. This is a mistake that this House should be responsible for. We are letting down the people of Kenya by unnecessary grandstanding. I wish that we wake up to the reality that this country requires proper scrutiny of the various Bills that come to this House. view

Speaker, Sir, allow me to just say as I conclude that it is unfortunate that this Bill will be transacted in this House without going through the necessary scrutiny by the Budget and Appropriations Committee. This is a mistake that this House should be responsible for. We are letting down the people of Kenya by unnecessary grandstanding. I wish that we wake up to the reality that this country requires proper scrutiny of the various Bills that come to this House. view
