On a point of order, hon. Speaker, Sir. I rise under a point of order to raise a matter of national importance during this time of Communication from the Chair. That is because I believe that this is a matter that you need to give direction on. Looking at our Constitution, this House is mandated to protect the Constitution and uphold its principles. But if you look at Article 22(1) of our Constitution, it talks about submission of budget estimates to this Parliament.

So, hon. Speaker, Sir, Article 22(1) of the Constitution talks about laying the budget estimates, at least, two months before the end of each financial year. The Cabinet Secretary responsible for finance shall submit to the National Assembly estimates of revenue two months before the end of the financial year, which is Tuesday next week. But, more fundamentally, is the fact that if you read the Finance Management Act, before those estimates are brought to the House, they must first be approved by the Cabinet. If you look at the number of the Cabinet that His Excellency the President read yesterday, they are just four. Hon. Deputy Speaker, at least, I am not one of the men conniving to deny women chairmanship. But even though these positions are elective, can we not have some affirmative action and decide? We have been having affirmative action in many seats. Why can we not have affirmative action as a House? This is something that probably would require the Speakerâs intervention that we have some specific committees to be chaired by women. If you allow us to go for elections, women are the minority. Odhiambo-Mabona, but after adoption of the calendar, we can still go ahead--- (technical hitch) ---because I do not think the House has been able--- (technical hitch) ---to want to transact. So, I would urge the Leader of the Majority Party and the House Business Committee to go and be proactive, look at the Bills that are supposed to be handled during the Session, come up with a breakdown of those Bills and show us exactly when we are likely to debate them, ...

Thank you, hon. Speaker, Sir. I also want to support this Motion. While supporting this Motion, I urge that since we have an additional four Members to act in the Speakerâs Panel, we will strictly follow the Standing Orders, especially Standing Order No.18, which requires that only the Speaker, the Deputy Speaker and the four Members of the Speakerâs Panel are allowed to preside in the House. A trend developed in the last Parliament where this rule was violated.

Recently, I saw a case where a Member just went and started presiding over the House contrary to rules and regulations, and contrary to our Standing Orders. I urge that this is not repeated now that we have officially and formally constituted this Committee.

Hon. Speaker, Sir, I would also like to say that I can see scrambling for Committees but what is important is oneâs ability to perform. I can see a trend where Members scramble to be in very many Committees but they will not be able to deliver.
