The reason is that in the parent Act or previous policy, the Government of Kenya did not have a role in determining a refugee. From the time the refugees started flocking into Kenya in 1991, the United Nations Higher Commissioner for Refugees (UNHCR) was handling this and determined who became a refugee. The Government did not play any role. This amendment goes a long way in giving the Government and the ministry in charge a role in determining who becomes a refugee. It has come at the right time. Compensation for police officers is long overdue. We have a number of police officers who have served this country for a long time. In my own constituency, I have two of them. One has been an Officer Commanding Police Station (OCS) for over 20 years. He is in a very bad condition now because he is suffering from a kidney ailment which can only be treated in India. ... view

  • 10 May 2017 in National Assembly: entitled to an operation allowance because then he is not serving in his station; he is considered to be working in a totally different environment and so he needs to be paid an allowance on top of his salary. I know of police officers who have been serving in those troubled areas for about six months now, but they say that they have not been paid their allowances. How come they have not been paid and yet this Parliament approves all the monies, including allowances to the police? The IG must ensure that the allowances due to the police in ... view

They have suffered in defence of our people, country and sovereignty and they needed that visit like yesterday because it goes a long way in boosting their morale. I think they are very happy now that the Commander-in-Chief visited them in the war zone. I think we still need KDF in Somalia because they have secured this country against invasion of Al Shabaab . Being a Member of the Departmental Committee on Administration and National Security, I want to urge the Government to do all it takes to manage insecurity in northern Kenya. Kenyans are suffering where I come from because of the banditry menace. This menace has robbed us of our young people.
