You will be surprised that quite a number of young people who have graduated are idle. They have nothing. They are likely to fall into other social vices like drug abuse. As an individual takes drugs or indulges in substance abuse, they will fall into depression and they will be affected psychologically. They need people they can talk to. view
  • 18 Apr 2018 in National Assembly: Hon. Temporary Deputy Speaker, we have 47 county governments in this country. Counselling should be a decentralised and devolved function. Health is a devolved function. One thing I would like to suggest is that all health institutions should have a counselling centre. The counselling centres should be properly manned by people who are open and can provide services so that the ills that are likely to affect our population are thwarted and controlled for good. view

This Bill clearly emphasises the importance of conducting environmental impact assessment to see how exploitation of this product is likely to affect other livelihoods in the region. These issues should be looked into critically with a view of seeing how this Bill can be harmonised with existing environmental laws, like the Environmental Management and Coordination Act (EMCA), in order to avoid conflict that would deter future exploration and development of this natural resource.
