In Section 7 (2) we are basically talking of the responsibilities of the National Treasury. If we look at it in conjunction with Section 9, without anticipating debate on the proposed amendment to Section 9, we find that Section 9 deals with the Authority. We are removing the portal as Hon. Millie mentioned it in Section 9(1) (k) and bringing it to Section 7(2). But, we are also giving responsibility to the Authority to develop, train and support all staff in procurement. So, ... view
  • 7 May 2019 in National Assembly: I do not know if Hon. Limo is following my argument but be it as it may, I still do not see the point of drawing the fine line between the national staff and county staff. I know most county staff are seconded to the county. view

We should cover that regardless of who they are, they will be supported and trained by the National Treasury and county governments. We should not have a case like that of doctors who are seconded to the national Government but right now it is not clear who is in charge of their training at Kenyatta National Hospital. Temporary Deputy Chairman, previously, the Authority had the responsibility of developing and managing the State portal for procurement but we have all seen the problems we have gone through with regard to IFMIS and all that. Since IFMIS is anchored within the National Treasury and it is a bigger system, it only makes sense to migrate the portal to the National Treasury. That is the spirit we will see in this amendment as we go to Section 9(1).   • 7 May 2019 in National Assembly: Hon. Temporary Deputy Chairman, I think one of the biggest challenges we are having now is delay in procurement. Here we are talking of prequalification. Everyone who wants to participate in a prequalification thinks about it months before and starts preparing. By the time the call for prequalification is made, they are usually ready. By delaying it for 14 days, we basically dump all those documents and wait for 14 days view

  • 2 May 2019 in National Assembly: Hon. Temporary Deputy Chairlady, I think Hon. Millie is confusing this Committee. In the first instance, I think she is prosecuting the issue of deleting importer from the definition of a producer, which is one item. Having removed it, then she goes ahead to define an importer who she has removed and this does not make sense. So, if she removes importer, then she should not define because the importer is not incorporated in the Bill. I think she needs to know where to stop.
