I toured my countylast weekend where an incident happened where the police used live bullets that led to loss of life. When we inquired, we realized that the members of the public were annoyed with the police officers. This is because two security guards had been killed at a market place and the police officers went to investigate with dogs. We have had numerous instances of the use of live bullets throughout the country just as it happened in Nandi County because the attitude of the police is similar to the answer we have received. I would plead with the Committee led by a former Provincial Commissioner, to summon the Cabinet Secretary in charge internal security so that he can explain the Government policy on the use of guns and generally on what they are doing. view

He said that if we reject the consideration, the Bill will go to mediation. Otherwise, if we consider it, it will mean that we go clause by clause. The committee which is looking into the matter should also look into the issues of the interpretation of the law because the argument was that we had used the wrong procedure to promulgate those regulations. The Chairman of the sister Committee to the Committee chaired by the Senator for Nandi explained that one or two Members opposed that interpretation but the Senate Majority Leader agreed with the interpretation of the law.
