  • 2 Dec 2015 in Senate: Mr. Temporary Speaker, Sir, I will not take too long in seconding this Motion. Simple as it appears, it is one of the most important Motions that this House will ever pass to alter in some way the status of the Senate and strengthen its role, which is oversight. As you are aware, up to now, Senators do not have any funds to exercise their role of oversight throughout the counties. Our terms as it relates to offices and so on, are just the same as Members of the National Assembly and yet we have to oversee, for example, in ... view
  • 2 Dec 2015 in Senate: Mr. Temporary Speaker, Sir, I beg to second this Motion as requested by the Mover, none other than the King of Meru. He has graciously asked me to second this Motion. view
  • 1 Dec 2015 in Senate: Mr. Temporary Speaker, Sir, thank you for giving me this opportunity. Both sides of the House have tremendous respect for Sen. Keter. It will not be good to proceed with the ten minutes now under the cloud of people saying it is not the right timing. It is good to proceed when both sides of the House- since we both respect him- are agreed on the timing. You have mentioned and warned Senators that when they are speaking, they should be aware that the National Assembly is yet to approve the nomination. I would like us to speak without any ... view
  • 1 Dec 2015 in Senate: Sorry, Mr. Temporary Speaker, Sir, I was on another matter. view
  • 1 Dec 2015 in Senate: Mr. Temporary Speaker, Sir, we deliberated on that matter and the report is ready. So, I will find out why it has not been forwarded to this House. view
  • 19 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, thank you for giving me this opportunity to add my voice to those of the other Senators who have welcomed various delegations from the county assemblies. Let me just emphasise to them that the success of devolution in this country rests, maybe not so much in the Senate, but primarily on county assemblies more than even the Senate, particularly, over your oversight role. I would like you to play that role vigorously because we do not want corruption to be devolved to county governments. Also, I commend your Senators for their very valuable work in this ... view
  • 19 Nov 2015 in Senate: Thank you, Madam Speaker, for giving me this opportunity to speak on this very important debate. We all know that in the history of human rights, the economic and social rights are called “the second generation of rights.” The first generation of rights being the civil and political rights. When this second generation of human rights came, the thinking at that time was that you cannot sue a violation of economic and social rights, the way that you can sue a violation of civil and political rights. When it came to the International Covenant on Economic, Social and Cultural Rights, ... view
  • 19 Nov 2015 in Senate: The electronic version of the Senate Hansard Report is for information purposes only. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 18 Nov 2015 in Senate: Mr. Deputy Speaker, Sir, I can see Order Nos. 8, 9, 10, 11 and 12 may have to be postponed because it relates to division. I have noticed that the Whips from both sides are not here. Therefore, I appeal to the leadership of the House represented by the Senate Deputy Majority Leader and the Senate Minority Leader to ensure that they do their work and that we turn out to vote for these five Bills. It will be a pity if tomorrow we cannot vote on these Bills because of lack of quorum. view
  • 27 Oct 2015 in Senate: Mr. Speaker, Sir, I wish to thank the National Chamber of Commerce of Nandi and the civil society for bringing this Petition to us. We indeed encourage all Kenyans to be doing that. This shows that the systems at the county level are not working. These are some of the things that ought to be settled at the county level; by the county assembly or the county governments. Therefore, there is realization that the Senate is the fall back position, which is good realization for the place of this Senate in the well-being of this country. view
