If we have to vote, the three of us who are elected can lead our delegations. Sen. Mugo and Sen. Omondi can be nominated to lead the delegation of Nairobi and Kakamega counties respectively. They must be aware that they play an important role in the implementation of our Constitution. Kagwe that this must be brought to a stop now until we have proper legislation in place. Initially, I was of the view that maybe the legislation may time out. Secondly, could a Bill be brought within a month so that we enact it? Thirdly, could the Inspector-General of Police take up the issue because the Constitution is very clear that they must operate under the supervision of the National Police Service (NPS) and the command of the Inspector-General of Police? Could there be a directive that all the structures operate under the Officer Commanding Police Division (OCPD) so that they know that they are not operating under the directive of the governor, but that of the OCPD? They should only operate on issues concerning the enforcement of bylaws and such other issues rather than as security for the governor. view
