  • 4 Mar 2020 in National Assembly: Hon. Deputy Speaker, I beg to move that the Public Service (Values and Principles) (Amendment) Bill, (National Assembly) Bill No.17 of 2019, be read a Second Time. Some of the reasons for these amendments are to make the public service compliant with our Constitution. Article 232 of the Constitution provides for principles and values of public service which include high standards of professional ethics. It also requires representation of Kenya’s diverse communities, affording adequate and equal opportunities for appointment, training and advancement at all levels of the public service of men and women, members of all ethnic groups and persons ... view

  • 19 Nov 2019 in National Assembly: Thank you, Hon. Temporary Chairman. I rise to support this amendment and the Leader of the Majority Party. As we talk, there is a problem in my county. We had problems with the budget and the county government was almost dissolved. If we had fiscal planners and a County Assembly Fiscal Bureau, the county government would have been advised. The main problem was MCAs lacking capacity to understand issues. If we had officers who had been recruited competitively, I am sure this problem would not have risen. Thank you. view

  • 19 Nov 2019 in National Assembly: Yes, Hon. Temporary Deputy Speaker. Despite our county government being about to be dissolved, it is still working. Also, our county will not remain dissolved forever. It is good to support something which is done objectively. If it is done subjectively, then we should refuse. So, for prosperity of the entire country, we should support this. The Leader of the Majority Party always applauds when a Member raises good points like me. view
