• 19 Nov 2019 in National Assembly: Hon. Speaker. I rise on a point of order regarding the Next Order. There is an amendment proposed by Hon. Antony Tom Oluoch on Clause 30 of the Bill. In my view, the amendment touches on elements to do with a money Bill. As the Chair of the Budget and Appropriations Committee (BAC), I would like to inform the House that we have not seen this particular amendment come before the Committee. I, therefore, seek your guidance on whether this amendment is properly before the House. view

• 14 Nov 2019 in National Assembly: Hon. Speaker, protect me from the Leader of the Minority Party. I do not know if he is rejecting to what I am saying. I will look at the Speaker and ignore him. I was saying that, procedurally, the National Treasury ought not to have effected any cuts in the Budget as it was proposed in the Appropriations Bill. That, as many Members have canvassed here, is against the law.
