  • 14 Nov 2019 in National Assembly: Hon. Speaker, just a clarification of what Hon. Abdullswamad is asking, let me emphasise that it is Chairs of Departmental Committees, not Chairs of Select Committees like PIC and PAC. view
  • 12 Nov 2019 in National Assembly: Thank you, Hon. Speaker. The Leader of the Majority Party has just tabled the Supplementary Estimates for the 2019/2020 Financial Year. From the information already available, it is noted that these Estimates are likely to have a very huge impact on the approved budget for the 2019/2020 Financial Year. It is important to know that these Supplementary Estimates are coming at a time when the House is set to go on recess. view
  • 12 Nov 2019 in National Assembly: Hon. Speaker, could you protect me from the very loud consultations? These Estimates are coming at a time when we are set to go on recess on 5th December this year. We will have very limited time to process them. view
  • 12 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I was just noting that the time that we have between now and when we go on recess on 5th December, 2019 is too limited for us to process these Estimates. As I had indicated earlier, from what the Leader of the Majority Party has tabled, these Supplementary Estimates are likely to have a very huge impact on the Budget as was approved by this House. Therefore, it is recommended that the Departmental Committees be briefed by the Parliamentary Budget Office (PBO), meet with their ministries, departments and agencies (MDAs), prepare and adopt their respective committee ... view

  • 12 Nov 2019 in National Assembly: Appropriations Committee will be interested in the outcome of the engagements between the Departmental Committees and their MDAs on the 1st Quarter Performance Report for each of their MDAs. The Budget and Appropriations Committee will also be looking forward to receive the views of the Departmental Committees - through their Chairs - on the impact of Supplementary I Budget Estimates on the Medium-Term Government Agenda, the Medium-Term Expenditure Framework, Vision 2030 and the Big Four Agenda. In particular, the Budget and Appropriations Committee will be interested to understand the affected programmes and their outputs, pending bills and subsequent impacts, any ... view
  • 5 Nov 2019 in National Assembly: Thank you, Hon. Speaker. I rise to seek your leave. The electronic version of the Official Hansard Report is for information purposes only. Acertified version of this Report can be obtained from the Hansard Editor. view
  • 5 Nov 2019 in National Assembly: You are aware that last week on Thursday, following a point of order that was raised by Hon. Peter Kaluma on issues to do with the budget of the Judiciary, you directed that the Budget and Appropriations Committee summons the CS for the National Treasury and Planning and whoever else - in your words - that would assist him. Through the Clerk’s Office, on 31st October, we wrote to the CS for the National Treasury and Planning and the Chief Registrar of the Judiciary (CRJ). They have since written to us. We had asked them to appear before the Committee ... view
  • 5 Nov 2019 in National Assembly: Hon. Speaker, mine is on Standing Order 195 and 202 in relation to what the Chair of the Departmental Committee on Justice and Legal Affairs has alluded to. He mentioned that they have invited themselves into the meeting of the Budget and Appropriations Committee (BAC). Our Standing Order No. 195 is very clear on how they should appear before our Committee. view
  • 5 Nov 2019 in National Assembly: Secondly, if they intend - and which is very well within the Standing Orders – that we have a joint sitting for the sake of good order, maybe you can guide whether the Chair of the Departmental Committee on Justice and Legal Affairs is in order to invite himself into our meeting with either the Judicial Service Commission (JSC) or the National Treasury or was he seeking to have a joint sitting of the two Committees? If it is for the sake of good order, he is at liberty to convene a meeting between themselves and JSC on matters to ... view
