Hon. Temporary Deputy Speaker, I agree with the Majority Deputy Chief Whip who has just walked in and did not whip the Members and the Chairs of Committees. They are not in the House. You need to pronounce yourself because these Order Papers are available on the internet the night before. So, every Chair of the Committee knows the order of business in the Order Paper. I do not know why Chairs of Committees are not in the House. We sit here all day. You saw the challenges we had in moving on to Order No. 11 for obvious reasons. ...

I heard the Member for Mwala Constituency asserting that this is the second time he is asking his Question after having asked it last year. I remember your Communication early this year at the inception of this Session where you communicated that all statements and petitions that had been read out in the Chamber before the lapse of the last Session of Parliament had since lapsed. Thank you, Hon. Speaker. I think your ruling is Solomonic. Article 47 of our Constitution gives everybody, including those Commissioners and staff the right to fair administrative action. That ruling speaks to that. But I was taken aback by what both the Leader of the Minority Party and the Whip of the Minority Party said. They are not ordinary Members of this House.
