I articulated the reasons yesterday. It is a fact that we tabled a BPS Report which gave rise to the Division of Revenue Bill. He qualifies under Chapter Six of the Constitution as the Chair of the Committee as said. Is he in order to insinuate that, as the Chairperson of the Budget and Appropriations Committee, I make decisions on how and where to allocate resources as an individual? Hon.
