Thank you, Hon. Speaker. The Leader of the Majority Party is aware that the precursor to the Division of Revenue Bill is the BPS Report. We tabled a Report of the BPS. It is the one that gives rise to the Division of Revenue Bill.

The Leader of the Majority Party is also aware of the tight timelines that I indicated yesterday that we have with the Division of Revenue Bill. I articulated the reasons yesterday. It is a fact that we tabled a BPS Report which gave rise to the Division of Revenue Bill. Everything is as contained in the Division of Revenue Bill, as it were in the BPS Report that was tabled last month. Therefore, I beg your indulgence, so that we can proceed.

I served with Hon. Anyanga in the 11th Parliament. He is a man whose integrity is unquestionable. He qualifies under Chapter Six of the Constitution as the Chair of the Committee as said. As I said, when Mr. Masese served as Director of Education in the Ministry of Education, he came across to me as a very committed civil servant. He did very well while at the Ministry of Education. Hon. Temporary Deputy Speaker, Hon. Jimmy Angwenyi has a responsibility to substantiate. Is he in order to insinuate that, as the Chairperson of the Budget and Appropriations Committee, I make decisions on how and where to allocate resources as an individual? Hon. Angwenyi, as the baba of this house, knows that the decisions we make are usually the Committee’s decisions. They are informed by the availability of resources and not personal relations.
