  • 28 Feb 2018 in National Assembly: this country’s external debt, all projects earmarked for development through commercial borrowing should be captured in the final Budget for 2018/2019 to ensure transparency. In terms of execution of donor-funded projects, there is need to amend the Public Finance Management Act. It is a role of this House to ensure that it approves all projects financed through external borrowing.   • 28 Feb 2018 in National Assembly: a 4.5 per cent growth in the years 2008 to 2012 and 5.2 per cent in the period between 2002 to 2007. It is good to temper that with realism and that is what a lot of Members have expressed concern about. I know Hon. Pkosing and his Committee put in a lot of hours and work. Indeed, I must congratulate them because it the first departmental Committee in the 12th Parliament, Second Session, to table a report before this House for a substantive Bill to be debated. view
