Hon. Temporary Deputy Speaker, I was in support only that I was held up somewhere. A lot has been said and you have heard what the Leader of the Majority Party has said of the Members in the other House. They have sought cheap publicity in trying to portray this House in bad light. I agree the House may have errored at some point during the Third Reading of this Bill. But if people go back to the records, it stands that the Committee of Powers and Privileges in our retreat in Mombasa chaired by none other than the Speaker ...

Hon. Temporary Deputy Speaker, of course, there are those who are our junior brothers but they are in the House of the elderly. Probably, birds that flock together tend to behave the same way. So even those who are younger in age might be behaving like those who are elderly in terms of age. Hon. Temporary Deputy Speaker, age should come with wisdom and wise people should know before passing judgments on others, especially those who think we are their younger brothers. We agree many are elders, they are much elderly and some are old enough to be our grandfathers. ...

Hon. Temporary Deputy Chairlady, it is a new clause. After discussing with the Departmental Committee Chair, I seek to drop my amendments to Clauses 21 and 19 in favour of the amendments brought by the Chair of the Departmental Committee.

Yes. Hon. Shabbir is a Member of the Departmental Committee on Finance, Planning and Trade. The best place would have been to raise this issue at the Committee level. Clearly, the English meaning of vaccine is not an additive. You vaccinate but you do not vaccinate as a raw material to the animal feeds. I wanted to ask Hon. Shabbir to bring a further amendment that will bring in the question of additives. What the Hon. Shakeel is saying is quite true, that it has become now cheaper to bring in eggs and even chicken as much as the Chairman ...

Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 8 of the Bill be amended in the proposed new section 6A(2) of the Income Tax Act by deleting the word “rules” and substituting therefor the word “regulations”.

Hon. Temporary Deputy Chairlady, this is a very small amendment which basically seeks to delete the word “rules” and substitute therefor the word “regulation”. I found it to be a mischievous way of avoiding these regulations coming to this House by using the word “rules”. I want to make sure that we use the word “regulations”. For such regulations to get the force of law, they will have to come to this House.
