Yes. Hon. Shabbir is a Member of the Departmental Committee on Finance, Planning and Trade. The best place would have been to raise this issue at the Committee level. Clearly, the English meaning of vaccine is not an additive. You vaccinate but you do not vaccinate as a raw material to the animal feeds. I wanted to ask Hon. Hon. Temporary Deputy Chairlady, I beg to move:- THAT, Clause 8 of the Bill be amended in the proposed new section 6A(2) of the Income Tax Act by deleting the word “rules” and substituting therefor the word “regulations”.

Hon. Temporary Deputy Chairlady, this is a very small amendment which basically seeks to delete the word “rules” and substitute therefor the word “regulation”. I found it to be a mischievous way of avoiding these regulations coming to this House by using the word “rules”. I want to make sure that we use the word “regulations”. For such regulations to get the force of law, they will have to come to this House.

One, I had the opportunity to interact with a quite a number of Members, not below 40 Members, who were locked out when the bar was drawn up last evening. They were actually locked out and they could not vote.
