The road which measures about five kilometres is probably allocated about Kshs3 million and yet, the money can only cover four or three-and-half kilometres. I truly say that this is the best thing that will happen in the era of devolution. Those counties - like my county, that were about to lose out on the benefits of devolution have now an opportunity to reclaim that glory of devolution.
