I have seen instances in Kiambu County - which is my county - where a road is done at the constituency or at the sub-county level by the Constituency Roads Committee. The road which measures about five kilometres is probably allocated about Kshs3 million and yet, the money can only cover four or three-and-half kilometres. Hon. Temporary Deputy Speaker, because of time I support this Bill in its current version. I truly say that this is the best thing that will happen in the era of devolution. Those counties - like my county, that were about to lose out on the benefits of devolution have now an opportunity to reclaim that glory of devolution. Those counties will enjoy the true fruits of devolution.

Hon. Temporary Deputy Speaker, because of time I support this Bill in its current version. I truly say that this is the best thing that will happen in the era of devolution.
