Thank you very much, hon. Temporary Deputy Speaker. I thank the Chair for donating one minute to me. I wanted to say that as much as I support this Bill, it is imperative that Members realize that the responsibility to regulate road safety in this country does not rest with insurance companies. Therefore, as much as we are all touched by the number of road accidents in this country, we should not, as a House, be seen to be punishing insurance companies for the reckless drivers that we employee, ourselves as drivers and the behavior on our roads. Indeed, I ...

Of course, I am supporting and, indeed, in my point of order, there was nothing really out of order with the Motion. I was just asking that we put the Question to save the time as asked by the Leader of Majority Party.

Thank you, hon. Speaker, Sir. It is true both joint committees of Energy, Communication and Information and the PIC are on the matter and we shall be having a meeting in the course of next week with other players that we had invited. I think letters have already gone out. So, maybe within another two to three weeks we should be able to report back to the House.

Hon. Speaker, I was just seeking your indulgence so that you rule on the Members who are consulting so loudly because we can hardly hear the very important contributions being made by hon. Dr. Nyikal.

On a point of order, hon. Speaker, Sir. I rise under Standing Order No.89 that talks about deliberately misleading the House. Is the Member in order to deliberately mislead this House that the SGR Trustee, Mr. Mahboub Maalim is being condemned by this Report unheard? He is not a member of this Committee and the Members of the Committee and other Members of this House know that, indeed, Mr. Mahboub appeared before the Committee and adduced evidence. Further, this Report has not in any way condemned any of those trustees. All that the Report has done is to ask the ...

issue that affected the importation of maize way back in 2004. This matter has haunted NCPB for a number of years. Indeed, I must submit that were it not for this House delving into this issue, maybe today we would not be speaking about NCPB as an institution standing on its feet. This institution is very important not just for the food security of this country but also because matters of food security are matters of national security. Therefore, for an institution like this to be brought down by a small cartel of people who have no regard for the ...

Hon. Speaker, the Chairman has clearly explained how this transaction came into being way back in 2004. When Members go through the report, they read what we are talking about. I have received a lot of commendations from Members of this House who have gone through the report and have been able to grasp what the real issues are. The company that we were investigating, at the time it was being awarded the contract, it was technically insolvent. The company was given a contract to supply maize worth Kshs.800 million yet its net worth was negative. It is a company ...

Hon. Speaker, it is clear that there was a conspiracy. When the technical evaluation tender committee of the NCPB, which was an inter-ministerial tender committee recommended that this company, which had actually bid the highest price of US$233, be awarded 20,000 metric tonnes the main tender committee doubled this quantity to 40,000 tonnes and also varied the price. There was no evidence tabled before our Committee that, indeed, the company agreed to a variation in the price. So, it was quite clear from the outset that there was a lot of collaboration between this company that was being contracted; Erad ...
