Last night, I had occasion to support a family which had no food. They told me that the kiosk they make a living out of has been closed. I had an incident of someone who could not raise bus fare of Kshs150 to Zimmerman. The bus fare had been hiked from Kshs50 to Kshs150. As you can see, Hon. Shamalla was very kind and had given out one of her covers. She has a very beautiful past with colours of the flag, coat of arms and colour green. You know there are people who like colour green. I am just in love with colour yellow. Hon. Speaker, I may not see you clearly were it not for the yellow line on your gown. So, I plead you recede your decision of confiscating my cover. Otherwise, we will keep pushing these microphones away.

Thank you, Hon. Speaker. I want to support the request by the Chair, Justice and Legal Affairs Committee for an extension. First, it is because BBI is not an emergency. If the Chair was seeking the extension for vaccination of COVID-19 or things dealing with Kenyan’s livelihoods, maybe, then we would be debating. But to me, BBI is not an emergency and, therefore, I support the extension.

I had an opportunity to listen to some of the issues raised during public participation. One of the most profound issues I heard was on the question of delimitation of our boundaries; constituency boundaries and new constituencies. Those are not light matters we can say the Committee can just brush aside. It is true because they have a repository of very good seasoned experts. The Committee of Experts is ably represented by the Vice-Chair of the Committee, Hon. Otiende Amollo.

The issues raised are so pertinent even to Members in this House. We cannot accept that this House will just become a conveyor belt to this BBI business. It is only right that we give the Committee time to interrogate all the issues, including political and constitutional ones like delimitation of constituencies. Why should we expect a half-baked report only for it to be challenged in court tomorrow? Let us give this Committee time so that they give us a well-reasoned report that can stand and withstand the test of time and legalities even in the courts of law.
