Hon. Speaker, let me begin by congratulating the Member from the lower hills of Kabuchai on his win. I rise to support the Supplementary Appropriations Bill. As I contributed to the Report last week, I raised concerns on the issue of pending bills. You have heard from the Chair and those who have contributed before me that there is a real and legitimate concern on the issue of pending bills. Last year, when the COVID-19 pandemic struck, we created the Kshs53 billion COVID-19 package. I cannot remember what we called it. We allocated close to Kshs13 billion to pending bills. ...

If you go through the Report, you will notice a building like the one next to us, namely, Sheria House, that houses the Attorney-General’s Chambers. There is ongoing work there. Those are some of the buildings that were targeted for reductions. That will just create unnecessary pending bills in the coming years. Were it not for Commissioner Keynan moving an amendment, the building that the National Assembly has been constructing would get us into more pending bills, if we continue cutting development expenditure. I plead with the National Treasury to desist from cutting development expenditure in the course of the ...

I agree with what the President said yesterday in Dodoma during the requiem mass for the late President Magufuli. He said that the late President Magufuli showed us that it is possible for countries to develop and grow in Africa without depending on foreign aid and borrowed funds. I am not saying that it is bad to borrow, but let us borrow money and put it into productive economic activities that will grow our economies. Even as we support this Appropriations Bill, we must caution the National Treasury that we will be vigilant to ensure that money is going to ...

Thank you, Hon. Speaker, for giving that Communication. I thank you because I had intended to rise on that related matter. As you have rightly said, there is a very serious spike in Covid-19 related cases in the country. I am sure, as the Chair of the Parliamentary Service Commission (PSC), you are aware that quite a number of us, Members of Parliament, and even staff in this House have, in one way or the other, been affected by this pandemic and even been infected. It is, indeed, a matter of grave concern especially looking at the way we conducted ...

those protocols even as we extend our sympathies to our colleagues who have been infected or affected in one way or the other. Hon. Speaker, I am also begging your indulgence. You realise that, as an East Africa Community (EAC) member, we have lost a leader of a friendly nation - not just a neighbour but a neighbour that is a friendly nation. I seek your indulgence to allow Members to convey their condolences to the people and the Republic of Tanzania, if you may allow us, because being a friendly country…

Thank you, Hon. Speaker. Then I will just conclude by asking you, as Chair of the Parliamentary Service Commission and also as a ranking member of the Members Welfare Committee, that you cause the Parliamentary Service Commission to ensure that there is proper observance of all COVID-19 related protocols in the House. It may even be necessary - and I say this with respect to the House Business Committee, and I know there is a lot of important business pending before the House… There are three Bills that we have today - the Division of Revenue Bill (National Assembly Bill ...

Hon. Speaker, protect me from the Vice-Chairperson of the Departmental Committee on Administration and National Security. Hon. Speaker, I have keenly listened to your Communication and advice to the House on this matter. In a very humble way, I want to submit first. I now qualify as an elder of this House given that I am serving my second term and having served in the Parliamentary Powers and Privileges Committee as an elder in the last Parliament.
