I was consulting with the Leader of the Majority Party on new sub-section (c), which creates universities specialising in national security issues, so that we have a proviso that says that these specialised universities should be specialised public universities specialising in national security, so that tomorrow we do not have a situation where we will be dealing with private universities. Kimunya can move his amendment and the Committee also is able to move their amendment, then I would have to drop mine. If Hon.
