The idea of decentralizing most of these parastatals is noble and I am surprised when many of us say that these parastatals at the local level cannot function. If you were to ask me, these are going concerns; they are businesses that can be conducted profitably and we have seen it all over. Deputy Speaker, for “catching your eye.” I would like to applaud the Procedure and House Rules Committee for making that very important decision and for bringing that Motion to the House, and, more so, the Majority for their magnanimity. They would have stood their ground but they thought it fit for the benefit of this House to cede ground and allow the Minority to chair those committees. I do not think it is in order for any Member who was in that Committee to again oppose the very recommendation they brought forth. Is it in order? This is because I believe that there is collective responsibility in that particular Committee. view
