  • 4 Mar 2014 in National Assembly: Thank you hon. Speaker. I will be very brief. First of all, I want to thank the Committee for doing a meticulous job and for coming up with names of individuals with exceptional qualities and professionals of high standing and thus, considering integrity and meritocracy. I, therefore, support the Committee for doing that. Hon. Speaker, what I only want to point out is the issue of activism in the Commission. Instead of doing what they are mandated to do by Chapter Four, the most robust Bill of Rights as contained in the Constitution, most of those commissioners end up being ... view
  • 4 Mar 2014 in National Assembly: communities. It was not because we did not have credentials. So, sometimes, sentiments should be taken seriously. Therefore, I support and I want to say that let a name from the Maasai Community be re-submitted. I know that this Commission, for the last so many years, has not done much to look into the rights of people who are actually marginalized. I would like to give an example of children. Children from pastoral communities are actually not going to school. We want this Commission to pursue and push the Government or those authorities concerned to ensure that the Children’s Act ... view

  • 27 Feb 2014 in National Assembly: Hon. Speaker, on Tuesday, you ordered that the Cabinet Secretary for Interior and Coordination of National Government appears before my Committee on a special request from hon. Nkaissery on the issue of chiefs in Kajiado. I have just come from the meeting. So, I have not given hon. Nkaissery a copy of the Statement. With your indulgence, can I read out the Statement? I have looked at it, together with other Members of the Committee, and we feel that the Statement should be given today, so that hon. Nkaissery can be satisfied. I do not know whether it is okay ... view
  • 27 Feb 2014 in National Assembly: Hon. Speaker, on 12th February, 2014, the Member for Kajiado Central, hon. (Maj-Gen.) Joseph Nkaissery, requested for a Statement regarding the promotion of chiefs and assistant chiefs. The hon. Member informed the House that in 2010, the Government created a number of locations and sub-locations in Kajiado Sub- County. One position of Chief Grade II and five positions of Assistant Chiefs Grade II were advertised and interviews were conducted. He further alleged that the names of the successful candidates were not made public, in accordance with the interview regulations. He noted that an assistant chief whose sub-location was upgraded qualified ... view
  • 27 Feb 2014 in National Assembly: Hon. Speaker, the hon. Member particularly requested to be informed on the following:- (i) why the positions of Kumpa and Orinie locations and Impiro Sub-location were re-advertised while in actual fact, successful candidates were appointed; (ii) timelines within which the officers will be appointed; and (iii) the role of the Cabinet Secretary for Interior and Coordination of National Government in the appointment of chiefs and assistant chiefs. view
  • 27 Feb 2014 in National Assembly: Hon. Speaker, Kumpa and Orinie locations were created in 2012 while the position of Assistant Chief for Impiro Sub-Location fell vacant upon the promotion of the area Assistant Chief to the position of Chief, Impiro Location. Interviews were conducted on 30th January, 2013. view

In response, the PS authorised the PC to effect appointments in Kumpa, Orinie and Impiro locations, among others, in the Sub-county. However, the Office of Kajiado County Commissioner received adverse reports against the successful candidates of the three administrative units. Therefore, it advised the Principal Secretary against effecting the appointments. The appointments were consequently shelved. Subsequently, on 9th December, 2013, the Principal ... view
  • 27 Feb 2014 in National Assembly: Thank you, hon. Speaker. I just want to say that we are actually not telling lies. First of all, that language is not parliamentary. I want to state that as a Committee, we will not delve into the Maasai politics. We will stick with rules and regulations that govern the Civil Service. The confirmation we want to give you is that this matter was deferred until 11th March, 2013, so that those chiefs can do interviews because of some reasons. One of the reasons is that there was a Report by the County Commissioner vide a letter dated 28th August, ... view
