  • 17 Oct 2013 in National Assembly: Hon. Deputy Speaker, I know that issue is really urgent, considering that Kacheliba Constituency borders Uganda and that region is very volatile. I remember leading a team of Members of Parliament from that region together with the hon. Member to go and preach peace. So, the matter is urgent. I will take two weeks to give the response. view
  • 17 Oct 2013 in National Assembly: Hon. Deputy Speaker, this is an issue that requires thorough investigations or scrutiny. We will not encourage each and every Kenyan to have a firearm, but the Government will give in exceptional situations where a certain person deserves the licence. So, we want to go to the bottom of that issue because the situation as it is now--- I want to confirm that the issuance of firearms has been frozen because of the investigations that have been going on. However, on the issue where some people are playing games, we will confirm and give a response in two weeks’ time. view
  • 16 Oct 2013 in National Assembly: Thank you, hon. Speaker, Sir. We want to take two weeks to come up with that Statement; a Statement on gangs roaming this town is very serious. view
  • 16 Oct 2013 in National Assembly: Thank you. view
  • 16 Oct 2013 in National Assembly: Hon. Speaker, you must have noted that the hon. Member is really touched by this matter. He has demanded a serious response. So, I want to confirm to this House that we will give a very serious Statement on the matter. view
  • 16 Oct 2013 in National Assembly: Hon. Speaker, I know how we work with the Police Department in the Office of the President. I know their speed. So, two weeks will be sufficient. Thank you. view
  • 16 Oct 2013 in National Assembly: Hon. Speaker, I have quite a number of pending Statements from the police and the Office of the Cabinet Secretary for Interior and Co-ordination of National Government. We have asked them to get us liaison officers to fast-track movement of Statements from their offices to Parliament, but they seem to be very slow. A notable case is on an issue raised by hon. Aduma. It is a very serious matter, in respect of which I promised to deliver a report in a week’s time, but the police have not yet responded. They have even been forced to call all the ... view
  • 15 Oct 2013 in National Assembly: Thank you very much, hon. Speaker for giving me this chance. I just want to point out one thing pursuant to your directives and guidance and pursuant to what hon. Keynan raised; some Cabinet Secretaries are still living in the past. They are actually still practising the old Constitution and not the new one. So, they need to be given direction that this is purely a presidential system and that they must work very closely with committees, if they have to discharge their mandates. Hon. Speaker, secondly, most of us have had a chance of visiting the United States of ... view
  • 15 Oct 2013 in National Assembly: Hon. Speaker, lastly, you can go further and advise the Cabinet, and the Leader of Majority Party is here, to be more serious with committees because at this rate we may actually take stern action against Cabinet Secretaries who are not complying with the provisions of the law. Thank you. view
  • 8 Oct 2013 in National Assembly: Hon. Deputy Speaker, I agree with the hon. Member that this problem is prevalent in that area. The gravity of the issue is really big because we are talking of closed down schools, dispensaries and police stations. It is really a matter of great concern. Therefore, I request the House to give me two weeks to be able to come back with a comprehensive answer. As I prepare the answer, I will discuss the matter with the Principal Secretary in the Ministry of Interior and Coordination of National Government to ensure that the schools and dispensaries in that area are ... view
