  • 11 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, there is an element of cost in that question. So, I want to advise the hon. Member to prepare another Question, so that I table all the information in the House. We might be doing it peripherally. Let us do it in this House. view
  • 11 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, it is because the question requires sufficient details. I do not want to give half-baked information. view
  • 11 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am not ready with that information. I have to be candid. view
  • 11 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I admit that I come from some of these areas that are very remote, but we have worked very hard to make sure that there is internet in those areas. I also want to confirm that most districts or county headquarters have internet services. Therefore, for universities, I am sure quite a number of students can sacrifice to go to their district headquarters or county headquarters. We will liaise with the District Education Officers (DEOs) and our Provincial Education Officers (PDEs) to make sure that information is available to all students and interested parents. • 4 Dec 2012 in National Assembly: Madam Temporary Deputy Speaker, I just wanted to contribute. view
  • 4 Dec 2012 in National Assembly: Madam Temporary Deputy Speaker, I want to reluctantly support the amendment because if the process is not handled well, somebody can decide to organise a mass production of this document and end up rigging our election. Therefore, if we are going to do it carefully, I will support the amendment reluctantly, so that our youth can vote instead of being denied the right to do so. So, I support reluctantly. view
  • 28 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, first of all, I want to thank my good friend, Dr. Wilber Otichilo, for coming up with this very important Bill. I want to confirm to you that I have worked very closely with Dr. Otichilo on matters pertaining to environment and land. I want to say that he is an expert in that area, especially in mapping and remote sensing. He is, therefore, the right person to come up with such a Bill. Mr. Temporary Deputy Speaker, Sir, climate change is real. I want to confirm that if you travel to Baringo right now, ... view
  • 21 Nov 2012 in National Assembly: Mr. Speaker, Sir, first of all I want to take this opportunity to really thank all the Members for their very encouraging and radical recommendations on this Bill. Mr. Temporary Deputy Speaker, Sir, I also want to thank the Committee of hon. Koech for the support they have given us all through. I also want to thank the taskforce for doing a wonderful job; we had several forums with them and they came up with very transformative issues that will actually change our education sector for quite some time to come. Mr. Temporary Deputy Speaker, Sir, I want to thank ... view
  • 2 Oct 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I want to congratulate hon. Baiya for coming up with this very important amendment. I want to advise Dr. Kibunjia to actually move with speed and teach Kenyans the value of peace and cohesion. Kenyans must be able to draw a distinction between hate speech and love speech, because we seem to be confusing the two. In addition to that, we want them not to be toothless. We want them to bite. Where there are people preaching insecurity and violence, they should be able to deal with them firmly and promptly. I also want to ... view
