  • 6 Oct 2010 in National Assembly: Mr. Temporary Deputy Speaker, Sir, we also remember the initiative of the Rural Enterprise Fund that was dished to business people on political grounds and that money ended up being perceived as KANU money. So, it never assisted many Kenyans! We came up with so many proposals like the Social Dimension of Development; the Social Adjustment Programmes and those have also never worked. So, the initiative of the Constituencies Development Fund (CDF) framework is a miracle to many Kenyans. When you go round this country; when you to go to slums or the entire ASAL region, you will see what we call hardcore poverty; abject penury; people living on less than a dollar per day. That is quite unfortunate when you look at the normal benchmarks that are used to measure development.   • 6 Oct 2010 in National Assembly: I would be surprised if this aspect of management will not feature in this Ministry’s rating when we look at the performance contracts. So, for them to do well, we need the funds like yesterday. I fully support the Members and I am convinced that the Deputy Prime Minister and Minister for Finance, Mr. Kenyatta is a man who listens and he has done a few wonders since he joined that Ministry. I want him to support this Committee by remitting those funds as a matter of urgency. view
